If you want to enlarge your cotton hoodie, the most common way is to shrink garments to make it large. Since garments like cotton hoodies are not easy to come back to its original state if you over-enlarge it. But if you do not bother too much about it, then you can try this. 
Instructions
1), Find a dress that meets your needs. You should use a female dress form for women's hoodies and a male dress form for men's hoodies. The dress form must expand to the size you want to stretch the hoodie to. It must also have a head, which not all dress forms have.
2), Adjust the spacers on the dress form until it is the approximate size you want to stretch the hoodie to.
3), Try to put the hoodie on the dress form. If it doesn't suit well, you will need another stretch to make it small size and then re-stretch to your needed size. 
4), Take the hoodie off the and soak it in warm water.
5), Gently wring out most of the excess water, but not all of it.
6), Put the hoodie on the dress form. Be sure to pull the hood up over the head. Wait for it to completely dry.
